There is a follow up on this kid in the news that you can easily search for.
Turns out he beat his grandma. They were in a Wal-Mart and when she refused to buy him, not making this up, chicken wings he ordered them anyway. She confronted him and he started beating her right there in the store.
Thankfully this earned him 72 hours in a mental hospital. I hope he gets the help he needed.

Where to start and where to stop.
Actually, some kids/ dogs are bad... but they ARE a product of their environment ultimately. So yes, Latarian does some "time" in juvie and the "adults" do some other time as well.
It's an overall failure of the family structure. Not enough supervision and guidance in his life- from home, to school, to the community. His lack of remorse is indicative of social detachment. Too much time alone can do that to a child.
Not to get all junior college psych 101 or anything...
